Police say they are investigating an offence of criminal damage and would like to speak to the man in the photo as part of their enquiries.
They say in a tweet that it comes after flowers were ripped out of a planter in Kirk Gate, Newark, on October 26.
People who recognise the man are advised to call 101 quoting incident 2 of October 26, 2021.
